Point me in the right direction

I am looking for help with getting an accurate system uptime on my Windows 2003 servers. Used snmpwalk and looked at the uptime coming from snmp and it is not very accurate. What I need to do is show system uptime for a given block of time. What would be the best way to do this. My Cacti box is as follows

Win 2003 Standard
Apache 2.0.55
Cacti 0.8.6g
cygwin
mysql 4.1.15
php 4.4.1
rddtool-cygwin-1.2.9

Well, It seems I have a permissions problem. When I run the win_uptime.cmd from command prompt, as a domain admin I get data. If I let the SYSTEM account run it through the poller.php I dont get data. I have tried changing the account that runs the scheduled task and I get an error from the poller stating no input file specified. As soon as I change it back to SYSTEM it starts polling again but of course no data from win_uptime.cmd. Any ideas?
