This may happen when using wrong permissions on the <path_cacti>/rra directory. Did you remember to chown this to cactiuser:cactiuser (where cactiuser is the userid of the user running the poller from crontab; this user must be able to create and update files in this directory)?

I am having the same problems.

I have tried the chown and also chmod 755 and still no luck.

Look at the device list (see attachment).
If your device is marked as DOWN, no polling will be performed and no rrd creation will be done.
Then, see Settings. Perhaps you'll have to select another Downed Host Detection method.
