I'm documenting this bug for posterity. I'll report to Cisco. I'd report to Microsoft, but Microsoft doesn't have bugs, so they don't care.
This is NOT a bug with Cacti. It's a Windows or Cisco VPN Client bug.
BUG;
For a Windows XP SP2 system, if you are running the SNMP service and then use the Cisco VPN client, systems will no longer be able to SNMP poll the Windows host. Even when the Cisco VPN client has been disconnected and closed, SNMP can not be polled. Restarting the SNMP service is necessary to restore SNMP functionality.
Note that the tunnel is configured as a "split-tunnel".

I don't view this as a bug, knowing what the VPN adaptor is doing.
I don't think this is Cisco issue, more of a windows issue if anything.
And additionally, even if it's a bug, they aren't going to fix it because monitoring via snmp is typically for servers only and VPN client software is installed on clients for the most part, not servers.
