I've been going round and round in circles i think so in a last ditch effort i shall see if you can all help me along.
Setup
Windows 2003
IIS6
PHP 4.3.10
mysql 4.0.21
rrdtool-cygwin 1.2.9
cygwin - latest
net-snmp 5.2.2-pre1-1
All paths have been setup within the cacti admin page.
If i run php X:\websitelocation\poller.php
I recieve the following error:
"This script is only meant to run at the command prompt"
Also when i changed the localhost to be a windows server i recieve the error SNMP Error at the top of the page.
Could anyone enlighten me as to where i'm going wrong???

I dread the think the amount of times i've read your guide.... the only thing i haven't redone / gone over is to reinstall everything. which i'd rather not do as i prefer to understand the problem than bandage fix it.
The snmp problem with the local host does seem as if the snmp service isn't correctly configured as cacti reports the correct information in relation to the cisco router that is also setup on the server.
I've tried switching on the debugging but yet nothing is being reported in the cacti.log file (it's empty).
Would it possibly be because i'm running the php poller.php through a terminal server session??
Failing that maybe it doesn't like a space in the file name to the website, although why this would report the above mentioned error being related to script only being run in a command prompt i dunno.
I'll try and post some screens of the various configs / errors
