Read the guide in my signature on how to properly set up various permissions in windows.

Do you have rrd files being created/updated?

Once again, did you read the updated install guide in my signature?

1) turn the logging level in cacti to debug for one polling cycle and take paste it in here.
2) for the graph, you forgot to specify a valid font for rrdtool 1.2 and/or you don't have any data.

For the graph, it is definitly the font. Go to your settings and fill in a valid path to the font you want to use. Find the font on your system if necessary.
For me, I used c:/windows/fonts/arial.ttf.
