Strange Problem with Graph Management

This is a new install of Cacti.

WIN 2K3 Server - IIS
PHP 4.3.11
MySQL 5.0.12
RRDTOOL 1.2.8


We are able to create devices and graphs with no problems, and once the graph has been created the poller creates and updates the rrd files. But when we try to view the graphs, not only do they not show up on the graphs page, but they don't show up in the graph management page either. Note that the graph management page says there should be 4 graphs, but none of them show up.

What version of cacti and are you using the latest patches?
Also might want to upgrade your mysql version.
