Permissions CMD.exe Windows XP SP2

I tried to give CMD.EXE some permissions so it would work with Cacti (Getting the unable to fork error) but how can I add permissions to it? The folder is in the WINDOWS map so it wont allow me to modify the permissions.

1) You must be an administrator to change permissions.
2) Your file system must be NTFS to set permissions. If you have FAT32, then you lack security settings and can skip that step.m - milli

I'm a Administrator and there isn't any security tab on the file.

You are using "simple security" you must enable the "advanced security" found under control panel "Folder Options".

Bomb: I had the same problem, and forgot to join the computer to our domain. I think once you join it to a domain, you should be able to give security rights.
