problem with rrd-tool install (cgilib)

hi , i tryt to install cacti an a mandrake server
but im not a great linux user.
have a problem to configure rrdtool
i have installed other missing rpm package with no problem
but each time have a warning about cgilib
when i make the install method who are one rrdtool have no pb with compilation , but rrdtool dont see him.

i suppose my problem is i dont put the file on the good path.
in rrdtool site (http://people.ee.ethz.ch/~oetiker/webto ... ld.en.html) they tell to make somes things in "$BUILD_DIR"
but what is that ?
first try exactly like a the doc bi i put file in /root dir and dont work
i try to change "$BUILD_DIR" by
a)the directory where i had extracted rddtool
b)the directory where i had extracted cgilib
c)the /var/lib directory

in each time rddtool dont find it ;-(

I had to manualy set the path to cgilib like this before compiling:

env CPPFLAGS="-I/root/2005/cgilib-0.5 -I/usr/local/include/freetype2 -I/usr/local/include/libart-2.0" LDFLAGS="-L/root/2005/cgilib-0.5" ./configure
