I'm sorry if there is some answers listed already on the site. I am 100% new to cacti and just browsing / researching. Please answer the below. I appreciate it.
My requirements:
1. Bandwidth monitoring (not important but nice perk)
2. Services monitoring (ping, http, ssl, pop3, DNS, smtp, etc)
3. Automatic Alert: email, phone/sms, pda, IM, pager etc
4. Time configured / adjustable monitoring for services by admin and/or client via client login
5. Restart / reboot service(s) / server(s) on failed service(s)
How cpu / memory intense is Cacti? Please give examples. I currently have almost 100 servers that I wish to montior for pings / http automatically.
My intended server to use Cacti on / install on is:
Dual Xeon 3.2GHz HT
4GB Memory
100Mbit Port
Centos 4.1 Linux
cPanel / WHM
My Security (any conflicts here please note it to me)
APF firewall
BFD intrusion protection
LES
SIM
mod_dosevasive / mod_security
LSM
Nessus
How is Cacti better than Hybodus or Nagios?
I truly appreciate any responses. Thank you very much.

The description on the main site pretty much covers what Cacti does.
Cacti is only a graphing utility. There are user contributed add-ons, such as Thold and Monitor in the Scripts and Add-ons section of this forums. These add-ons will give you some of the functionality you are looking for.
As for a solution, the combination of Nagios and Cacti pretty much make for a over all good solution for monitoring and graphing.
It will graph the bandwidth, but will not send alerts.1. Bandwidth monitoring (not important but nice perk)
Use Nagios2. Services monitoring (ping, http, ssl, pop3, DNS, smtp, etc)
Use Nagios3. Automatic Alert: email, phone/sms, pda, IM, pager etc
Use Nagios4. Time configured / adjustable monitoring for services by admin and/or client via client login
Use Nagios with custom action scripts5. Restart / reboot service(s) / server(s) on failed service(s)
