Ok, this is probably a stupid issue, but I have searched through the forum and can't find anything about this.
I have a fresh new intallation of cacti 0.8.6d. and I can grab snmp information and graph from localhost perfectly.
I add a new device which is a Cisco 2950 Switch. I put all the information in. I notice that in the defaults there is Cisco CPU. I select that. I save it, I try to graph it. I get nothing. Not a thing, no error no information nothing.

That CPU is for Cisco routers.... It doesn't work with switches.
Check out the scripts and addons section to see if someone has a template for that data.
