So that test script is using all the same stuff as cacti does from the settings window (with the exception of a couple of bits). The difference is that I added extra bits in to allow the debugging so transferred over the same code. However, I have seen other people have problems with PHP Mailer were it only worked when debug was on so I'm wondering if the delay in things going back and forth was letting things get through.

Just for the record and in case it help someone else i also have the PHP mailer smtp connect() failed error and in my case the problem was my antivirus (avast) that intercept even ssl mails.

There were 2 posible solutions in my case:
1-Deactivate ssl tracking in the mail shield of the antivirus (my choice)
2-export de certificate of the antivirus and integrate it to the php config (i´m suposse it should work but i can´t say for sure)

There will be a lot of output given, but hopefully it may give you some more insight in to why it's failing.

If there are any CLIENT -> SERVER: AUTH LOGIN lines, hide any output that follows (since these are encoded - not encrypt) lines containing username/password) until the SERVER -> CLIENT: 235 Authenticated

However, I am suspecting you are not even getting that far.
(Remember to rename the .txt to .php)
Can i know what is cli folder? and where it is?
