Hello Cacti community!
We have some concerns about the deployment of certain devices.
As a reference, all the devices counted in the cacti DB are Juniper, all of which have the same SNMPv3 configuration. But specifically, three of them maintain a constant up-and-down state.
We've already tried to remove and re-add.

How do you mean this?specifically, three of them maintain a constant up-and-down state.
E.g. the device is down (offline) and it shows online?
If so, does it match the device indications in the manage -> devices pane?

That's right.
The device is operating normally (juniper side); however, in the Devices Management section, the status is shown down.
We have carried out the deletion and deployment of the device, after which the device remains stable for a short time.

Hello Cacti forum.
As an additional data, the devices that are shown in the state down, we had said that weathermap does not manage to trace the bits in the links, but when we open the graph and give in real time, it is possible to see the traffic.

Three things to check:
1) Ping timeout
2) SNMP Timeout
3) Retries
Those generally dictate if a device is going up/down from a Cacti perspective. From a network perspective, review the following:
1) Packet Loss
2) Interface Errors
3) Buffering Issues
We had an issue recently, where the ISP had loss in their network, and almost nothing was working well. The way we isolated this was with a tool written by an old friend of mine called ping plotter. You can increase the packet size to ~1500 bytes, and see where the loss starts occurring. Makes finding point to point links in the path from A to B pretty easy to diagnose.
Let the image below be a shameless plug for a guy scraping out a living with an awesome tool.

The settings for SNMP indicates a successful connection, otherwise in the inventory section, it's shown down.
On the device, we can see that it is sending traffic.

You are likely using ICMP Ping and SNMP. For network equipment, I prefer simply to use SNMP Uptime, it's much more reliable. Also, ICMP Ping is tricky in that you require permissions (setuid) in Linux and another permission if you are using Windows that I'm not very familiar with. So, switch to SNMP Uptime and I think your problem will be solved.
