Devices are pinging but showing down

I have Cacti version 1.2.24 installed on Linux and out of about 100 devices a dozen or so are showing down even though cacti can ping them and we are using ping for down device detection. How do I resolve this issue?

Are you using spine? If yes, set
chmod +s /path/to/spine

We are not using Spine. We have 175 devices. Should we switch to using Spine as our poller? I deleted some of the devices and readded them and that seems to have worked for some of them.

what is the setting of 'Downed Device Detection' on those device ?
maybe you can't use ping and snmp uptime, or so!

Check it with one who is working and one who's not.
