PHP recommendation good but not good ?

Hi guys.
I'm trying Cacti v1.2.23 on Centos and I cannot get pass pre-installation checks.
Installer says:

for Web - PHP Recommendations (/etc/php.ini) are bad
for CLI - PHP Recommendations (/etc/php.ini) are good

that to me - a novice so go easy on me - seems pretty weird.
How to "fix that would have an advice?

show screenshot. It would be better to install (not released version yet) 1.2.25 from https://github.com/Cacti/cacti/tree/1.2.x

Not much to show there - the key point, I believe, here is that both 'web' & 'cli' point to '/etc/php.ini' and while one is happy the other is not. Perhaps they should look for/at different configs, I do not know.
