Same graph with different time ranges gets different maximum traffic values.

Hi all,
I got a little problem here that I have different traffic values from one graph. Please refer to the attachments, anyone encounters same problem with me? Could anyone kindly point me a direction for solving this? Thank you in advance.

After observing for a while, found that only the inbound traffic will have different values when changing the time slot. The value for outbound traffic display normally.
Here is my servers info.

These are Max of Averages. If you want Max of Max, you have to change the Graph Template a bit.
