The only other thing it can be is that the plugin is installed, but not enabled. That error message basically only triggers. Make sure the plugin is enabled as well as data collection is enabled.

Apologies for such error, I totally forgot to enable the plugin, the last time I had installed was years back. I still get the errors, please see the logs

I tried to debug and saw errors, it could not locate files under scrips / resources, I unzip from version 2.4 and index returned results, can this be a bug in file location? Thank you.

Well, I've been planning on re-publishing the Template with everything in the 'correct' Cacti location and out of the plugin directory now that the Cacti supports "packages". It's on my rather long and arduous to-do list.
