Hi,
We are having Cacti Server 1.2.18 version and having 32 GB memory monitoring more than 5k devices and 15k graphs.
For last few days we have seen cuts in graphs and graph not plotting as well but we delete some Down devices and once again graph is plotting but having Cuts in graph in few devices.
Can anyone tell me what is the Actual problem?
Any suggestion is helpful for us.

Looks pretty good. What are your boost stat's? I would strongly encourage you to review file security and update spine to the 1.2.x branch.

Reduce the number of boost processes to one or two. For your system size 14 is way too many.
Also adjust boost so that it runs once an hour or two. No reason to have it run every three minutes.
If you are using an RRDtool less than 1.5, it's time to upgrade.
