ERROR PHP WARNING: fopen(/var/www/cacti-1.2.16/include/vendor/csrf/csrf-secret.php): Failed to open stream: Permission denied
Fix the permission on that file so the webserver has write access to it.

I would suggest upgrading cacti or downgrading PHP for the other error. You may be able to work around this issue by either of the following though:
  1. Grab the latest lib/mib_cache.php from the 1.2.x branch on GitHub
  2. Disable the SNMP Agent if you are not using traps or informs out of Cacti. You can do that from Console > Configuration > Settings > Poller

For those wondering, I'm still here, but lost in the shadows. Yearning for less bugs. Who want's a Cacti 1.3/2.0? Streams anyone?
