Cacti Horizontal scroll missing for cacti graph rules cacti 1.2.21

The horizontal scroll is missing for cacti "graph rules" section under automation.

Whenever user tries to select "*Show Matching Objects." in any of the graph rule, the horizontal scroll bar is not available to scroll to left or right.

I even tried re-install cacti 1.2.21, however the problem still exists, please help to fix the problem.

Look at the two image below. This is from 1.2.22+. The square box should be square, if the corners don't look like the corners of a square click it to make it look square. Do that from any page, and then go back to the Automation page. It's a feature, but not everyone likes it.
