Device Graph Inconsistency Between Cacti Servers

I am working to turn up a new cacti server v. 1.2.21 and migrating the devices from an old cacti server to the new one. The devices are graphing correctly in the old cacti server but in the new they are being graphed at significantly less (1.8g on old server 180m on new server). When adding devices and creating graphs on the new server they are being setup with 64bit counters and snmpv2. I did also follow another couple of threads stating to update the data source max value in the gui and the rrd. I currently have the data source set to 10000000000, which is confirmed in the rrd file and it is not making any change. There has got to be a variable that I missed updating. Can anyone point me in the right direction? Thank you!

As long as the agent properly supports ifHighSpeed, the max values should be properly set.
