snmp error new install

I'm having the same exact problem others are having with a new install and I have added all the patches. This is all from a fresh install of Fedora Core 3, all the following compiled and installed from source: Cacti 0.8.6c, net-snmp-5.1.2, php 5.0.4, and rrdtool 1.0.49. I cannot get any devices added at all because of the snmp error. I have the correct paths in the cacti WEBUI to snmpwalk and get. I can do a manual snmpget and it works. Any pointers elsewhere?
