Unable to access monitoring web page

Have been unable to access the following link to access login for Cacti.

The following error is displayed everytime: - System log file is not available for writing, please enable write access Log:

Did you enable write access for the webserver user to that log?

Your not giving us any information to go on, so its kinda difficult to help.
What OS?
Is SELinux enabled?
What are the permissions on the folder and file?
What user does the webserver run as?
How is Cacti installed? (I am guessing package)
What version is Cacti?
Did you just upgrade from an older version? (Thats where we typically see this happen)
