I was in the market for an open-sourced monitoring tool to remotely measure the uptime and latency for my servers, and I've shortlisted Cacti as it ticks all items on the checklist. I am a newbie to Cacti, but I've faithfully followed the installation guide and searched the forum/Google for similar issues, prior to my posting here.
The platform of choice is Debian 10.5 (on an AWS Lightsail instance), PHP7.4-fpm, Caddy 2.2 and MariaDB 10.5.5, which is the same web stack I'm using for other services as well.
After modifying the two php.ini and MariaDB/MySQL conf and include/config.php to the recommended values, importing the .sql, hardening the MariaDB install, and applying the correct permission recursively to the cacti directory, I fire up the website and was greeted with the Cacti login. After entering the default password, I was prompted to change the password. Everything works fine up to this point, seemingly.
And then this "Cacti Server v1.2.14 - Installation Wizard" appears, which states "Initializing Please wait while the installation system for Cacti Version 1.2.14 initializes. You must have JavaScript enabled for this to work." and it stops there without any further actions.
Javascript is enabled and working, the JS files are loaded correctly (per Caddy log), Adblocks disabled. In addition, I have also tried different browsers, with the same results. There's no error message or log files, either.
Any thoughts on what might be causing this issue? Many thanks.

what if you try to use another browser? or delete temp files of your browser and try again.

Try the branches/1.2.x version. PHP7.4 is not officially supported yet too.
