Basically, if you choose to re-import the packages, Cacti appears to simply take a long time to remove orphans from them. If you want to re-import them and not have this problem, start with the 1.2.x branch on GitHub.

While installing version 1.2.10, the file 'install/templates/Cacti_Stats.xml.gz' is corrupt and does not ungzip. I wonder if the same file is included in 1.2.11?
Try grabbing a copy of the file from the 1.2.9 tarball of Cacti and replace your with it. Then just wait a while (for me, it was about 35 minutes) and the install will re-attempt on its own. This should allow it to ungzip the file and hopefully continue the install.

Please try updating to 1.2.12 where this problem was resolved.
