failed to send notification email by SMTP

I am not able to send notification email with SMTP and I get this message.

Check your firewalls and that your ISP allows SMTP traffic if its external to your network. Many are blocking SMTP from unknown sources.

this is not related to our ISP as I configured this in my enterprise network and we have SMTP server in our network. I use our SMTP server IP but it can send any emails...

Then you need to check your network configuration. Something is blocking it and it is not Cacti. Check all firewall logs, IP restrictions, and whether the web server service is allowed to make network connections (for example, SELinux can stop apache making network connections).

I try to send a message with SMTP configuration on CACTI but I get this message in clog.

You'll need to supply the lines around that entry because that alone isn't enough.

I'll refer mostly to my posts above and also that you check if SELinux is enabled as that can interfere, but it's a generic PHP smtp mailing issue as we utilise either that or PHPmailer library to send email.

I still have an issue for this. I upgraded to the last version it dosen't work and I haven't got any help though.

Error: SMTP connect() failed

That is telling you that it could not connect to the server on the port you specified. I would start by testing whether you can do so from the command line on the cacti server.
