Another timezone Question

Hello,

I know various timezone questions have been asked BUT no I see no clear definitive answer on what controls timezone on graphs. My system and all other RRDtool graphing tools is using UTC-5 but cacti is using UTC-6. So if I send a smokeping and a cacti graph to my ISP for reporting an issue the graphs have 2 different timezones. I am using cacti version 0.8.8f. How can I change the timezone of my graphs and also retain those graphs (I have years of historical graphs, I tried using putenv in graph_image.php but that led to the graphs being unavailable.
