I have big issue in install cacti 1.2.38 on ubuntu 18.4 server that is i have finished all required steps and stopped at ldap module installed (NO) as i report at screen shoot i ran php -m and be sure it is installed and reinstalled it again and it tell me that is installed but when i run http://server IP /phpinfo.php i don't seeit
i need fast help plzzzzzzzzzzz

It's quite simple and a common issue with ubuntu/debian systems which a quick google search should have shown up. It's because they have different php.ini's depending on the version and whether it's web/cli based. You've just not enabled it in all of them.
