Wow, didn't realize it was so many years since this version ! I installed it a couple of days ago on a raspbian using the recommended way on https://www.cacti.net/download_cacti.php :
apt-get update
apt-get upgrade
apt-get install cacti

And it installed this (i'm using the default apt/sources.list file):
cacti/stable,now 0.8.8h+ds1-10 all [installed]

Does it mean that we need to include a different repository to get newer Debian packages ?

Yes, unfortunately, for some reason cacti is in the unstable or testing repos.
