I am Install Cacti 1.2.2 , and Used GPSmap Plugin from link below.

Can I use offline map instead google api map for this plugin?

We are currently exploring the openlayers.org library to handle multiple mapping backends. If that can handle a local file, we will likely be supporting it eventually but for now the answer is unfortunately no.
