Cacti v1.2.1 - Initializing

Having some issues with a first time install of Cacti. When I launch cacti, I get the Installation Wizard screen and it is stuck on "initializing" (see screenshot). Error says that JavaScript must be enabled, but as far as I can tell it already is. Hope someone can help me get past this error. Thanks in advance!

Operating System: Windows 2012 R2
Webserver: Apache 2.4 (installed with XAMPP)
Cacti: 1.2.1
MySQL: MariaDB 10.1.37 (installed with XAMPP)
PHP: 7.3.0 (installed with XAMPP)
RRDTool (Cygwin or Win32 build): 1.2.15
Net-SNMP: 5.6.1.1
Cygwin (cygwin1.dll version): 1.5.20

[BSOD2600]

Try Chrome.
Looks like IE11 has some issues with the installer pages.

After back to cacti_1.2.0， it is ok, and no such issue.
