The issue is weirdly every poll run it seems to keep thinking various devices are DOWN, it seems a bit random as to the devices picked too. When you go into them manually in Cacti the SNMP summary and ping response at the top is fine (ping is set for ICMP and responds well under the 500ms timeout)
and I find "DEBUG: Entering ICMP Ping" at the same time "DEBUG: Exceeded Device Timeout, Retrying"

Several things then, is spine set to run as root with the SetUID ? It needs that for ICMP ping to work. Are you maxing out your CPU/Disk or Network limits? Do your routes look correct? Have you tried a traceroute to make sure things are going were you expect them to be? Is there a firewall in the way and is it configured correctly if so?

Maximum Threads per Process="1" ICMP Ping is OK,ALL Device is UP
Maximum Threads per Process>"1" ICMP Ping is NG,Some Device is DOWN
