MIB files problems

hey everyone,
I am actually on a project at college which is about installing cacti
I started it and there is something I can't understand at all while reading the installation instruction;
I got two questions in the php config section:

first:
"3.Add a new Windows System environment variable called MIBDIRS set it to c:\php\extras\mibs"
do we manually create the c:\php\extras\mibs folder?? because the PHP zip I got from the official website doesn't include such directories.
and what's the purpose of this, cause as far as i know there's already mib files in C:\net-snmp\share\snmp\mibs, so what another mib file are we going to put into that folder?why wasn' it like MIBDIRS="C:\net-snmp\share\snmp\mibs"

second:
"7.Give the user who will be running the scheduled task, modify rights to the .index file in the location pointed to by the MIBDIRS Windows System environment variable"
what .index file is it talking about??? because I cannot find such file ??? would we have to create it manually too??

if anyone could help, please??!!

Historical cruft.

PHP use to come bundled with the basic MIB files, which would be placed by default into the c:\php\extras\mibs folder. Details: http://php.net/manual/en/snmp.installation.php. Yes, you can set it to any path which has MIB files (that you want cacti + net-snmp to use), such as C:\net-snmp\share\snmp\mibs\.

.index - more historical cruft. This is doesn't appear to be created/needed any longer. Some details about that here ( https://sourceforge.net/p/net-snmp/mail ... /14087219/ ).
