Linux 7 patching broke the LDAP authnetication

All,
I am kind of stuck between rock and hard place with this authentication.
it worked fine until i patched the system to 3.10.0-862.el7.x86_64 few days back. Now my cacti can't authenticate the users against the LDAP. i am getting the error "LDAP Error: Protocol Error, unable to start TLS communications". there is no info in logs or anywhere about this. and along with it it broke my xymon authentication against LDAP too. i suspect it has to do something with my php modules. if anyone ran into the same issue please lemme know the fix. let me know for more info.

i am using mod_php71w-7.1.9-2.w7.x86_64 and php71W.

i disables the TLS and it is working but i am still having the issue if i enable TLS.
