I am using Cacti 1.1.37 with enabled LDAP authentication.
This works fine. But I also have some "local" users, which are not part of our domain
and when I try to force them to change their password at next login, that doesn't work.
They are able to log in with the old PW and nothing else happens.
I figured out, when LDAP is disabled at all, the mechanism works as intended.

Thanks for finding this. Can you please file a Issue on this here
https://github.com/cacti/cacti/issues
that way we can keep track of it easier.
