Cacti installation doesn't detect GD

I've been struggling to get Cacti installed and running for days now. I've installed the requirements, configured MySQL, configured Apache, configured PHP, configured cron *sigh*

Now I've made it to the Installation Wizard and... "Required PHP Modules" lists "gd" as not installed. It won't let me continue.

I have GD installed.

Running on FreeBSD, here are my installed versions:

# pkg info | grep gd
libgd-2.2.4_1,1                Graphics library for fast creation of images
php56-gd-5.6.36_1              The gd shared extension for php
Why isn't Cacti detecting it?

May have found a clue:

This is a FreeBSD issue.
