What is the value in the blue frame?

That value is that calculated number of days, hours, minutes and seconds in the current state. If the state has never changed, this may read incorrectly.

Why the numbers are the same?

it comes from the device, so likely they are either not setting that value properly or reporting it as a maximum value for some reason.

Monitor for Cacti 1.x has resolved all this nasty bugginess in the old plugin. Upgrade.
