I am runing a new installtion of cacti, but it cannot recognize the correct tools poth and Poller Path, i am sure all the path is correct. The fllowing is the version for my software.

spine 1.1.38
PHP 5.5.38
mysql 5.7.21
nginx 1.12.2

Make sure the owner/group permissions on the folders are correct. If they installed as root, they may need to be changed to apache or cacti instead in order to be accessed by the Cacti.

Those tools may or may not be installed on your system. For example, snmpwalk is part of the snmp package on ubuntu or the net-snmp-utils on centos.
Spine will only be there if you have downloaded, compiled and installed it (or used the package version).
Whilst those pesky red x's look bad, they are all optional tools so should probably have a warning next to them really, instead of an error looking symbol.

It`s working after i disabled open_basedir
