Make sure you have the latest patches for the 0.98 version. If you search on here there has been a recent one.

Wait, first... what do you mean by "can't"?

Do you get an error?

Do you get an error in the logs? (cacti.log or httpd error log)

What happens?

In your example screenshot, the filename doesn't end in .conf, even though it says right underneath there that it must.
