"Plugin directory is not correct" on plugin upgrade

Migrated a Cacti installation from 0.8.8 (CentOS6) to 1.1.36 (CentOS7).
So far everything works.

Now I wanted to upgrade the plugins (and removed the ones which are now included in core).

Two plugins (Thold and Monitor) I got a strange problem with.

I uninstalled the plugin in Plugin Management and removed the dirs. Plugins were gone from the management page.
Then I copied in the new (development version) plugins. On refresh of the plugin page, I see "Plugin Error", the enable button is greyed out and the message is e.g. "Plugin directory is not correct. Should be '' but is 'Thold'" for Thold plugin and "... is 'monitor' for the monitor plugin.

Whats going on? The plugin page explicitly names the development version of the plugins for Cacti 1.x.

Found it. selinux is on and /var/lib/cacti needed to be relabled.
