It's unlikely to be 'cacti' - the reason cacti owns all that other stuff is so that the poller process (which runs as Cacti) can write to it. From your description, I would try 'apache'. If the editor complains that the files are read-only, you'll know that isn't correct.
Weathermap 0.98a is out! & QuickTree 1.0. Superlinks is over there now (and built-in to Cacti 1.x).
Some Other Cacti tweaks, including strip-graphs, icons and snmp/netflow stuff.

If this is CentOS, the group and user that httpd runs under is apache so go with Howie's suggestion.

Ok Gurus,,,
So I have change as you mentioned now configs folder in weather map has following:
drwxrwxr-x. 2 apache apache 4.0K May 29 2016 configs
I have fixed the issue with cacti graph. I had rra owned by cacti user..
I changed ownership for folders inside rra. and ran chmod 777.
now I add new graph it always created by apache user and in order for graphs to work I need to change ownershipa nd chmod 777 inside that number directory...
do we know what I am missing or is it cacti bug
