php file missing

I am trying to install cacti on a windows hyper v 2016 server to use for network monitoring. However while following the instructions cacti gives to install php and edit the files. When trying to use the php.ini.dist file it doesnt exist. One note said to use the php.ini.devel file and make the changes there however the lines i need to edit are not in that file. I need help. I did find a note that says that file may be in the 2009 distribution for the php release. However cacti specifies using the newest releases for the files such as php, my sql, and others. What do I do?

If you follow this link, create a simply page with that code in and browse to it. That should show your PHP.INI location. As far as I am aware, there should always be a default PHP.INI file present:
