Alcatel SNMP Monitor

Hi Everyone .

Will appreciate your assistant I have 6 devices of Alcatel Lucent 1850 TSS-320 and for now I stuck with the SNMP Interface utilizations monitor .
Vendor has advise that MRTG is supporting the devise for interface utilization monitor by SNMP .
I installed cacti on one of my PCs and h have connectivity to the devise , also the Cacti show me the interfaces of the devices in SNMP V2(Attached Screenshot) , but all the results of the utilization in bps is "0"
Also Up time of the devise show :
SNMP Information
System:V040000
Uptime: 1 (0 days, 0 hours, 0 minutes)
Hostname: sysadm
Location:
Contact:

I tried different community and still all the results show only "1" or "0" Values .
Did someone here never see something like this ??
i also tried PRTG and MRTG and results are thesame .
