Please how do I install the latest version of cacti on clean debian 8?
If I enter apt-get install cacti, it will install a very old version of the cacti (0.8.8b)

On Debian Jessie (8) your out of luck with out installation from tar-ball. I don't intend to backport the latest versions of cacti to it because it requires a major dependency tree to be backported, including jquery, for which I don't want to be responsible. However, Debian is releasing a new stable today: Stretch (9) and I'll backport the version that I have in experimental to it, probably in the coming weeks.
If you really have to stick with Debian Jessie, you'll have to install from the tar ball from the cacti web-site. If you do that, I recommend you do that from scratch (don't try to migrate the Debian package to the upstream package, there are too many subtle deltas (see my signature)) so purge cacti before you start if you already have it installed.
