how can I add my plugin to cacti web site ? (or github)

To add it to github, just sign up for a free account and upload your code. It won't appear under the Cacti Organizational group though, as that is only the plugins that we maintain ourselves. If you want to add it to the website, you just need to follow this

+1 how does one get an account to the wiki to make their plugin page. I also have a plugin i'd like to submit.

Hmm registration does appear to be disabled. Your best bet until it can be fixed is just to add it to Github, then post a link to it (and description, etc...) in Plugin Announcements forum.
