can't add devices after OS update

I'm running Fedora 23 and cacti 0.8.8f. I completed a dnf update on 1/6 and everything appeared fine. However, now I can not add any devices and I get SNMP Error when trying to add a new device. snmpwalk to the target from the host works fine. After troubleshooting for a while, I added an existing device that is working under a different name on the same system and it also gives the same snmp error (see screenshot). So a system added prior to the update works fine, but after the update it fails.

All existing functionality (graphing, thresholds, etc) all work fine, I just can't add a device.

I tried downgrading a few items from the update such as php and net-snmp, but still doesn't work. I tried upgrading cacti to .8.8h, still didn't work. After the update I did have to turn off perl net-snmp best guess in snmptt to process the trap OIDs correctly. Possibly related, but I can't find any logs to troubleshoot. I've turned up logging to debugging, but the only output is from the poller, not when adding a device. Any advice on how to troubleshoot the problem or what the issue could be?

I'm thinking it could be possibly be a permission issue but I can't find anything in any of the system/httpd logs either.

How do you setup your hosts ?

tcp:<ip/hostname>

or using a plain ip/hostname ?

It may be an issue with php-snmp

They are added by IP.

When i downgraded php to the previous version it downgraded php-snmp.

i did a recursive chown on the entire cacti directory just to be sure there were no ownership issues there.

I can add new graphs to existing hosts as well. Seems to be just an issue with adding a new device.

Troubleshooting some more adding devices, its actually only happening with specific devices under the add screen.
Cisco ASA, ASRs are fine. I can add those.
Fortinet firewalls and Cisco 9000's fail.

Of the ones that fail, if I go to the device screen for an existing unit its fine. If I add the device, I get the SNMP error like the screenshot above.

I've verified the device settings for one that works is exactly the same for the one I'm adding, but the SNMP error still comes up. Anyone know what SNMP call is made during the device add? I may try a tcpdump to see if I can get more info.

I just copied a similar system and restored specific data from the one that wasn't working and its fine now.
