HP 2920 SNMP error

Hello,

I have four HP 2920 switches all on the same subnet. Three of the switches I was able to connect to and graph ports. The fourth switch gives me an SNMP error. I have verified SNMP is configured correctly on the fourth switch and the switch does ping back.

The switches are configured very simple except for the fourth . The fourth has ip routing enabled. Would this cause the SNMP to not respond to Cacti?
