fetching dynamic data from DB and pass to cacti

Hi guys

I'm looking for a monitoring tool. Apart from monitoring CPU load, memory,.. that i can get by SNMP, I want to have a DB to collect real time counters and doing calculations to have features like ASR(average/seizure ratio) or failed call attempts and etc. then I want a monitoring tool to fetch them and creating a graph for each one.
Would you please let me know if Cacti is the right tool for this purpose? Does Cacti work only on SNMP?
