Sorry for bothering you a lots but what the change view systemview included .1 will make?
Does it inform snmpd that it should grant access permission to cacti for all the MIB .1 on this local server?

Yes, it basically opens up the entire MIB to Cacti, or anyone else that can access the server and knows the community name (should probably change that from public BTW).
