Help updating from 8.7 to 8.8h

I am trying to update cacti from 8.7g to 8.8h. This was built on a windows 2003 server a long time ago by another person long gone. The graphs that are existing are irrelevant, and I have basically deleted everything. I could basically do a new install, however there is a bunch of stuff installed so trying to upgrade it. Long story short I am getting errors when trying to replace the files in the cacti directory (permission denied). I have stopped the apache and MySQL services, but the file still shows up in use. . . .

so any suggestions, I would delete it all and start from fresh if I could however re-imaging the server is a no go.

you do know windows 2003 is end of life years ago, right?
Fresh install, highly recommend using http://forums.cacti.net/viewtopic.php?f=3&t=14946
permission denied specifically where and doing what?
check perm settings in the install guide? http://docs.cacti.net/manual:088:1_inst ... er_windows
