No auth to access a .php file which is written by me

I add a file named thold_graph_new.php under plugins/thold directory.
Then I excuted http://x.x.x.x/cacti/plugins/thold/thold_graph_new.php in my IE browser.
The browser informed me that I have no auth to access.

Most likely this has nothing to do with Cacti per say (but its difficult to tell without more information). most likely you need to properly configure your web servers to allow access to the file (check the permissions).
